Dr. Zhou Yuanfan, Chief Economist of Anrong Credit Rating Co. Ltd, Invited to Attend the Fourth Northeast Asia Financial Conference and Deliver a Thematic Exchange
The Fourth Northeast Asia Financial Conference, hosted by China Economic Information Service under Xinhua News Agency, was grandly held in Shenyang on September 9. Dr Zhou Yuanfan, Chief Economist of Anrong Credit Rating Co., Ltd. and Chairman of the Board of Anrong (Hong Kong) Credit Ratings Co., Ltd., was invited to attend and deliver a thematic exchange at the conference. As one of the main events of the 2026 Global Industrial Internet Conference, this year’s conference was themed “Advancing Science and Innovation · Integrating Digital Intelligence · Embracing Openness.” More than 100 experts, scholars, heads of financial institutions, and corporate representatives from China and abroad gathered in Shenyang, an old industrial city, to exchange views on the core topic of “Industrial Internet + Finance” and explore new paths for coordinated industrial and financial development.

The conference released Cultivating New Momentum · Embracing a Broad Opening—Observations on Liaoning’s Practical Examples of the “China Solution”, systematically reviewing Liaoning’s vivid practices in tackling frontier technologies, pursuing green and low-carbon transformation, and advancing high-level opening-up. These “China solutions” originating in Liaoning have not only injected strong momentum into the comprehensive revitalisation of Northeast China, but also provided practical examples for addressing global development challenges. The outline of the 15th Five-Year Plan clearly calls for promoting deep integration between scientific and technological innovation and industrial innovation, providing fundamental guidance for financial services supporting national strategies. At present, various financial institutions are deeply embedding financial services across the entire chain of integrated technological and industrial innovation, injecting powerful momentum into building a strong technological and financial nation. Shenyang, an old industrial base tasked with advancing new industrialisation, is accelerating the construction of a regional financial centre. How can it pursue a differentiated path of “Industrial Internet + Financial Technology”? How can it overcome bottlenecks in information barriers, assets, and scenario implementation? On the day, guests participating in the roundtable discussion deliberated on these issues.

During the “Roundtable Discussion” session, Dr. Zhou Yuanfan put forward specific recommendations: promote collaboration between rating agencies and financial technology companies to develop “industrial internet enterprise credit rating models,” transforming industrial data from “dormant assets” into “credit assets”; design more industry-themed sci-tech innovation bonds around Shenyang’s advantageous industrial clusters, such as aerospace and industrial mother machines; accelerate the circulation and credit conversion of data elements; and transform the “breadth” of the industrial system into the “depth” of coordinated industrial and financial development.



The Global Industrial Internet Conference is one of China’s most influential exchange platforms in the industrial internet field. The first conference was held in Shenyang, Liaoning Province, in October 2019. In his congratulatory letter, General Secretary Xi Jinping noted that “the current new round of global scientific and technological revolution and industrial transformation is accelerating, and industrial internet technologies continue to make breakthroughs, injecting new momentum into innovative economic development in all countries and providing new opportunities for promoting integrated global industrial development. China attaches great importance to the innovative development of the industrial internet and is willing to work with the international community to continuously enhance industrial internet innovation capabilities and promote integrated development of industrialisation and informatisation on a broader scale, at greater depth, and at a higher level.” From September 8 to 10, 2026, the 2026 Global Industrial Internet Conference was held in Shenyang, Liaoning Province. During the event, exhibitors presented cutting-edge core industrial internet technologies, innovative software and hardware products, and the latest industry solutions, bringing new momentum to China’s industrial development.
The 15th Five-Year Plan period is a strategic opportunity, a time of concentrated effort to overcome challenges, and an important window for Liaoning to consolidate and expand its strengths, remove bottlenecks, and strengthen weak links in achieving comprehensive revitalisation.
